What's with Hovercrafts?

I have a hovercraft when you turn it on and it is on the water it floats but when you turn it off it sinks. Is it suppose to be a submarine? It was a gift to my son from us..Husband and I .
My son made me ask this for him. He was upset becasue his hovercraft sank in the pool. But I do like to play with it..

Well it's really cool that you even have a hovercraft but my opinion is to really keep the engineon seriously.
